Phoenix Blau is an electrode with a rutile-cellulosic coating, of the E6013 type, for general work on unalloyed steels in all positions. The manufacturer stresses the powerful arc, which lets the material cope with rusty plate and with plate carrying a shop primer about 40 micrometres thick.
The base material covers S235JRG2 to S355J2, P235GH, P265GH, P295GH and P355N, as well as pipe to API 5L. Gap bridging comes out very well, so the electrode is useful on a loose fit-up and for tacking. Vertical-down goes smoothly. The material works on small transformers with an open circuit voltage of 42 V.

Tolerance to primer does not release you from cleaning: remove thick paint, oil and zinc, because they are what porosity comes from. A powerful arc forgives gaps, but on thin sheet it is easy to burn through, so reduce the current and travel faster. Vertical-down, hold the electrode almost perpendicular and do not stop at one point. For tacking choose a thinner diameter, a short, firm spot is enough.
